Oh yes we can! Let's say it's about abortion. The US can have 50 different abortion laws. Why? Well, the United States is essentially 50 countries! The states unite to make the USA. In other words, I'm a New Yorker before I'm an American!
Besides, murder laws are left up to the states...why would it be any different?
